RIGHT TO INFORMATION ACT
Salient Features of the Right to Information Act, 2005
- The Right to Information Act comes into force w.e.f. 12th October, 2005.
- The Act extends to the whole of India except Jammu & Kashmir.
- It provides a very definite day for its commencement i.e. 120 days from enactment.
- It shall apply to Public Authorities.
- All citizens shall have the right to information, subject to provisions of the Act.
- The Public Information Officers/Assistant Public Information Officers will be responsible to deal with the requests for information and also to assist persons seeking information.
- Fee will be payable by the applicant depending on the nature of information sought.
- Certain categories of information have been exempted from disclosure under Section 8 and 9 of the Act.
- Intelligence and security agencies specified in Schedule II to the Act have been exempted from the ambit of the Act, subject to certain conditions.

Arrangements for receiving applications as per RTI Act, 2005
- The Thirteenth Finance Commission has appointed Central Public Information Officer to assist in discharging duties under the RTI Act.
- A person, who desires to obtain any information under this Act shall make a request in writing to the CPIO of the Thirteenth Finance Commission located at Hindustan Times House (4th Floor), 18-20, Kasturba Gandhi Marg, New Delhi-110001.
- The information can also be sought through Electronic means in English or in Hindi.
- The applicant should clearly mention his/her Name, Address for correspondence, Telephone No.(Optional) and specific information which he/she wants if practicable with No. & Date etc.
- Requisite fee of Rs.10/- may be deposited in Cash against proper receipt or by Banker’s Cheque/Bank Draft/Indian Postal Order in favour of DDO, Thirteenth Finance Commission payable at New Delhi.
- A request for obtaining information under Sub-section(1) of Section 6 shall be accompanied by an application fee of Rupees Ten by way as mentioned above. For providing the information under Sub-section (1) of Section-7, the fee shall be charged at the following rates:-
- Rupees two for each page created or copied (A-4 or A-3 size paper).
- Actual charge or cost price of a copy in larger size paper.
- Actual cost or price for samples or models and
- For inspection of records, no fee for the first hour, and fee of Rupees five for each subsequent hours.
- Appeals against the decision of CPIO/PIO can be made before the Appellate Authority as per Section 19(1) of RTI Act, 2005. The Deputy Secretary in-charge of the Administration is the Appellate Authority for the Thirteenth Finance Commission, New Delhi.
